In particular, his assertions in his later works, that the limitations of the human mind are “ineradicable” and that decision making takes place within contexts, have implications that go beyond a mere revisionism. Simon (1979) highlights the “neoclassical shift” in the “classical theory of omniscient rationality,” which, he argues, occurred as a result of the developments in computer technologies and mathematical modeling.

He also observes that decisions are made incrementally at the policy formulation stage. He concludes that because large amounts of public money are spent for E-government projects, and therefore public interest is at stake, it is important to expose the non-technical and political nature of the E-government decision making processes. Public budgeting is an area in which decision making processes are complex and contextual. Enamul Choudhury (“Budgeting as an Institutional Practice”) shows that public budgeting is multi-functional, multi-dimensional, and multi-disciplinary.

Some of the methods were developed for particular contexts or purposes; others were designed as general-purpose methods.
